A National Transport and Safety Authority officer has landed in court over conspiracy to commit misdemeanor against the law.
The officer who was charged at the Makadara Law Courts was accused on diverse dates between May 1 and July 31, 2024 at undisclosed location, jointly with others not before the court conspired to commit the offense.
It is alleged that they obtained a registration by false pretense in respect to motor vehicle registration number KDQ 40*H belonging to Excellent business trading limited.
In the second count, the accused was charged with obtaining registration by false pretenses and in another count, the officer was accused of neglect of official duty.
In the third count, the officer was said that on 31 July, 2024 at NTSA headquarters willfully neglected to verify documents for add authorised person in the ecitizen NTSA account for Excellent Business duty.
This, it was stated it was as duty that he was dutifully bound to perform in line of service at the NTSA.
According to court details, the matter came up after a company identified as Al-Husnain motors lodged a complaint to authority city unauthorized access to the company’s E-citizen account.
Reportedly, the complaint highlighted the irregular inclusion of individuals into the account without the company’s knowledge or consent using falsified documents.
It is stated that the unauthorized additions resulted in transfer of three motor vehicles without the consent of the rightful owner , Al-Husnain motors.
Following investigations, it was further established that similar unauthorised access incidents have affected several other companies and that about 170 applications have been linked to these irregular inclusions across multiple accounts.
Further investigations unearthed that the fraudulent activities were orchestrated by certain NTSA members in collusion with external parties.
Preliminary findings indicated that falsified or forged documents were submitted to justify the fraudulent inclusion of authorised individuals into the targeted accounts.
While in some cases NTSA officers either failed to conduct proper verification or were actively complicit in the activities and in some instances some officers have reportedly confessed to aiding the vise.
Following the report by Al-Husnain motors, a probe was conducted leading to the arrest of the NTSA staff who appeared before the Makadara Law Courts.
He denied the charges and was released on bond of Sh500,000 and cash bail of Sh300,000. The case will be heard on April 11, 2025.
