Senate Majority Leader Aaron Cheruiyot has petitioned Chief Justice Martha Koome over delayed implementation of Sugar Act 2025.

The Act was signed into law by President Ruto in November 2024, but it is yet to be implemented two years on.

“The farmers are yet to enjoy fruits of their labour on account of various court actions,” Senator Cheruiyot stated in the letter dated March 10, 2026

He added that, “In our assentment, the myriad of cases filed against establishment of sugar board, elections of directors as well as other provisions of the law needs to be resolved expeditiously in the interest of justice,”

The Act was supposed to the provide for the development, regulation, and promotion of the sugar industry and to establish the Kenya Sugar Board and the Kenya Sugar Research and Training Institute to regulate and manage the sugar industry.

Previously, these functions were being handled by the Agriculture and Food Authority (AFA).

Cheruiyot’s petition received backing from 16 Senators from the sugar growing regions for the cases to be fast-tracked.

“The forum shopping tactic by the litigants have in effect denied farmers the right to enjoy fruits of their labour,” Senator Cheruiyot noted

Pointing out “As Representatives of the farmers , we demand swift determination of the cases and justice served to the farmers,”
