Nairobi Governor Johnson Sakaja has begun implementing a cooperation agreement with the national government after undergoing public participation and a nod by the County Assembly.
Among the issues deliberated on during the meeting were expansion of sewer networks and last-mile sewer connectivity aimed at improving sanitation and reducing environmental pollution in the capital.
Also discussed was the Sh8.7 billion Safe Streets programme to upgrade roads, street lighting and non-motorised transport infrastructure across the city.
The committee was convened to operationalise the cooperation agreement signed on February 17, 2026.
Under a Sh80 billion deal partnership between the national and county governments, some of the key projects expected to be fast-tracked include water and sewerage, roads, bridges and drainage, housing with related infrastructure development.
It also covers street lighting, solid waste management and the regeneration of Nairobi’s rivers.
In attendance were Principal Secretaries and representatives from several national government ministries, departments and agencies under the newly established Joint Steering Committee (JSC) to coordinate and fast-track some key projects.
Among those present were Adan Mohammed, Advisor at the Office of the President; Dr.Festus K. Ng’eno, Principal Secretary for Environment, Julius Korir, Principal Secretary (PS) for Water and Michael Loikenu Lenasalon, Principal Secretary for Devolution.
Governor Sakaja said the framework will enable the two levels of government to work seamlessly in addressing Nairobi’s long-standing infrastructure gaps while accelerating service delivery.
“This partnership enables us to mobilise national and county institutions to deliver critical projects that will transform Nairobi into a modern, efficient and globally competitive city,” Sakaja said.
During the meeting, members agreed to establish sector-based subcommittees to coordinate implementation of the various programmes under the cooperation framework.
The subcommittees will consolidate work already undertaken, ongoing projects and planned initiatives into a single comprehensive document outlining progress made, budgets involved and the next steps for implementation
