Auditor General reveals how male condoms worth Sh10M were bought by Sakaja’s administration 

The issue arose during the assembly health committee

The Auditor General Nancy Gathungu has revealed how male condoms worth 10 million shillings were bought by Nairobi County.

The issue arose during the assembly health committee attended by the Executive led by Health County Executive Committee Member Sussan Silantoi and Public Health Chief Officer Tom Nyakaba among other officers.

During the hearing, Ngei Member of County Assembly Redson Otieno raised concerns, citing that the county could have lost  millions for the supply of condoms yet none are available in county facilities.

“We want to know the company that supplied the condoms and the places where they were supplied,” inquired Otieno

“And also invite the Director for Procurement to appear before this committee so that we are able to understand more. we want to know when they were supplied,” he added

According to the Auditor General report on county executive of Nairobi city for the year that ended 30 June, 2025 a payment amounting to Sh10,835,000 was made to a supplier for the supply and delivery of male condoms through LPP dated 11 March, 2025.

“The requisition was raised on February 10, 2025. Delivery was affected on April 2, 2025, and inspection was conducted on April 10, 2025,” the report reads in part

Some of the anomalies noted were that the payment voucher was not authorised by the accounting officer and lacked an item code, contrary to payment authorisation requirements.

Among other anomalies, the report says that inspection of the goods was conducted after the items had already been received into the stores.

This, according to the Auditor General, is against prescribed inspection and acceptance procedures, which require inspection prior to acceptance inventory.
